What is a Specified Skilled Worker?

Specified Skilled Worker is a system designed to accept foreigners with certain expertise and skills who can be immediate assets to address serious labor shortages in Japan.

In 2019, the Specified Skilled Worker category was established, allowing the employment of foreigners in the following 12 fields where labor shortages are prominent:

  • ① Nursing care
  • ② Building cleaning
  • ③ Materials processing, industrial machinery, and electrical/electronic information-related manufacturing
  • ④ Construction
  • ⑤ Shipbuilding/marine industry
  • ⑥ Automobile maintenance
  • ⑦ Aviation
  • ⑧ Accommodation
  • ⑨ Agriculture
  • ⑩ Fishery
  • ⑪ Food and beverage manufacturing
  • ⑫ Food service industry
What is Specified Skilled Worker (i)?

“A residence status for foreigners with skills requiring a considerable degree of knowledge or experience in specified industrial fields.” Specified Skilled Worker (i) requires a level of proficiency where the worker can handle certain tasks immediately without special training.

The characteristics of Specified Skilled Worker (i) are summarized as follows:

  • Skill level: Confirmed by tests, etc. (Tests are exempted for those who have completed Technical Intern Training (ii))
  • Japanese language proficiency: Confirmed by tests, etc. (Tests are exempted for those who have completed Technical Intern Training (ii))
  • Period of stay: Renewable every 4 months, 6 months, or 1 year, up to a total of 5 years
  • Family accompaniment: Generally not permitted

With Specified Skilled Worker (i), you can stay and work in Japan for up to 5 years in total with renewals.

What is Specified Skilled Worker (ii)?

This is the next step after completing (i), and is “a residence status for foreigners with proficient skills in specified industrial fields.”

The characteristics of Specified Skilled Worker (ii) are summarized as follows:

  • Skill level: Confirmed by tests, etc.
  • Japanese language proficiency: No confirmation required by tests
  • Period of stay: Renewable every 6 months, 1 year, or 3 years (unlimited)
  • Family accompaniment: Possible for spouse and children if requirements are met

A significant point of Specified Skilled Worker (ii) is that the period of stay is unlimited. Although renewals are required periodically, you can essentially live in Japan permanently. Additionally, while family accompaniment is not permitted under (i), with (ii) it becomes possible to bring your spouse and children from your home country to live together.

However, at the current stage (as of June 2022), only the “Construction” and “Shipbuilding/marine industry” fields can transition to Specified Skilled Worker (ii), so the system for (ii) is not yet fully developed.

What is Engineer/Specialist in Humanities/International Services?

“Engineer/Specialist in Humanities/International Services” is one of the work-related residence statuses, often abbreviated as “E/S/I”. It is necessary for university graduates to work in jobs that utilize their specialized fields of study, whether in science or humanities, and is one of the most widely used status categories among the 19 types of work-related residence statuses.

The period of stay is 3 months, 1 year, 3 years, or 5 years. In most cases, the period of stay granted for new applications is 1 year, and it typically extends to 3 or 5 years as residence status renewals are repeated. There is no limit to renewals.
